Croatian citizens currently cannot apply for an ESTA
Croatia is currently being assessed for the Visa Waiver Program for entry in the near future It is expected that Croatia will be admitted into the Visa Waiver Program sometime in 2020 or 2021
Croatian citizens are not eligible to apply for an ESTA (Electronic System for Travel Authorization) visa waiver to travel to the United States. Croatia is currently in discussions with the U.S. government to be added to the Visa Waiver Program.
