Possible member countries are assessed for their overall domestic stability as well as the likelihood that citizens of a member country would abuse the Visa Waiver Program. The significance of these considerations is that they ensure a visa waiver applicant's home country is not facing political or economic turmoil, and thus the traveler would be less likely to violate the rules of the program.
